AB 2511 and Skilled Nursing Facilities
What is AB 2511?
Affecting skilled nursing facilities of any size, AB 2511 is a California Assembly bill, signed into law by Governor Newsom in September 2022, raising the standards and reliability for Emergency Electrical Systems (EES). The law, in conjunction with OSHPD PIN 74, will require:
- Longer back-up energy sources (from 6 hours to a minimum 96-hours)
- More systems than currently required be backed-up by the EES.
- Air conditioning
- Oxygen generation
- Life-saving equipment
- All facilities must be made compliant with the new law by December 31, 2023
- OSHPD has issued PIN 74 to provide standards and code updates.
What does this mean for your facility?
All facilities are different, so it’s difficult to say without a full professional assessment of the current state of your individual facility. It will most likely mean:
- A significant increase in your emergency power generation capacity including
- Fuel/energy storage capacity
- Generator size/increased alternate generation
- Load capacity
- Upgraded mechanical for
- Full HVAC
- Oxygen generation
- Life-saving equipment
- Service upgrades throughout your facility
At the least it seems daunting. At the worst impossible. But there is hope.
The Solution Begins with Knowledge
In order to even begin a plan for compliance, you have to know where you currently are in regard to the new law. That begins with a full professional assessment of the current state of your facility’s Emergency Electrical System, generation capacity and electrical systems. With that roadmap, the rest is just planning, creative solutions and implementation.
With 27 years of experience under our belt, Tanner Engineering can build that roadmap with you and help you find innovative solutions to get you where you need to be as quickly and cost-effectively as possible.

- Engineers and Designers with decades of hands-on construction experience – we understand how to build what we design.
- Specialization in complex and complicated solutions – including old facilities and equipment.
- Extensive experience working with OSHPD/HCAI to pave the road in the design, development and implementation of microgrids for Skilled Nursing Facilities to reduce energy costs and increase reliability.
We will visit your facility, do the field work to examine your facility’s exact situation, and write your custom assessment. We will provide options for you to explore to meet these new requirements. One possible cost savings option for many facilities could be to add a microgrid system backing up all or some of the facility (meeting the requirements of AB 2511) while also providing electricity all of the time – helping the facility to reduce their electric bill from the utility – and there are financial subsidies right now to help with the initial costs of these systems. Because of our extensive experience in the field, designing over 2,500 OSHPD/HCAI Healthcare projects, extensive lead DPOR experience, and our knack for thinking outside the box, we can provide you with options that are specifically tailored to your facility.
